ODYSSEE is a project between ADEME, the EIE programme of the European Commission/DGTREN and energy efficiency agencies, or their representative, in the 27 countries in Europe plus Norway and Croatia.

The ODYSSEE project was set up in 1993 through a joint collaboration between ADEME, the SAVE programme of the General Directorate of the European Commission in charge of energy and all energy efficiency agencies in the EU-15 and Norway (or their representative):

  • Energy Agency in Austria
  • Econotec in Belgium
  • DEA in Denmark
  • Motiva in Finland
  • FhG-ISI in Germany
  • CRES in Greece
  • Sustainable Energy Ireland
  • ENEA in Italy
  • ECN in the Netherlands
  • IFE in Norway
  • ADENE in Portugal
  • IDAE in Spain
  • STEM in Sweden
  • AEAT in United Kingdom
Since then, the ODYSSEE project has been regularly extended within the SAVE programme, and since 2005 within the IEE programme, with a co-financing of all national agencies. This project is part of the activity of the EnR Club. Since 2001, ODYSSEE is combined with a data base on policy measures, called MURE in the same project.
Since 1995, it associates the  new EU members countries plus Croatia:
  • Cyprus (CIE)
  • Czech Republic (CEA)
  • Hungary (EA)
  • Lithuania (ENA)
  • Latvia (LIAA)
  • Poland (KAPE, GUS statistical office)
  • Slovakia (SEA, SOSR statistical office)
  • Malta (MRA)
  • Bulgaria (EEA)
  • Romania (ARCE, ICEMENERG)
  • Croatia (EIHP)
  • For Slovenia and Estonia, the national teams are organizations that work on behalf of the Ministry or the agency in charge of energy efficiency (JSI for Slovenia and TUT for Estonia)

The ODYSSEE project is co-ordinated by ADEME with the technical support of Enerdata and Fraunhofer. The projects relies on a comprehensive databases that contain, on the one hand, detailed data on the energy consumption drivers by end-use and sub-sector and, on the other hand, energy efficiency and CO2 related indicators. The network of national teams updates the data regularly. The ODYSSEE database is managed by Enerdata and updated twice a year.
